The Parent Visa (Subclass 103) is the non-contributory permanent option for parents of Australian citizens, permanent residents or eligible New Zealand citizens. It is lodged offshore and carries a substantially lower application fee than the contributory stream.

Who is eligible for the subclass 103 Parent visa?

A parent of an Australian citizen, permanent resident or eligible New Zealand citizen who is sponsored by that child, passes the balance-of-family test and meets standard health and character requirements. The applicant must be outside Australia at the time of lodgement.

How long does the 103 visa take to process?

Current planning levels place the queue at around 30 years. Applicants often lodge to secure their place while considering the contributory subclass 143 or the Sponsored Parent Temporary subclass 870 for shorter-term family time in Australia.

What are the fees involved?

The first visa application charge is around AUD 5,125, with a second charge of approximately AUD 2,065 payable on grant. Health, English test and translation costs are separate. A ten-year Assurance of Support is also required, backed by a refundable bond.

Can I include my spouse in the same application?

Yes. A spouse can be added as a secondary applicant at lodgement, provided the balance-of-family test is met for at least one of the parents. Additional applicant charges apply.

What is the balance-of-family test?

At least half of the applicant's children must be Australian permanent residents or citizens living in Australia, or more of the children must live in Australia than in any other single country. Grandchildren and step-children are not counted for this test.
